the Afghan Civilian Assistance Program that you really have championed for so many years was the only program of a foreign government specifically helping victims of conflict.

There is an enormous number of disabled people in Vietnam, and this program alone is not going to be able to help them all.

Not offering condolence payments can quickly destroy trust and breed animosity amongst the people against the U.S. military in places like Iraq.

Well, look at yourself. You came here sweeping floors for, what, $2 an hour and have your own business and look what you have done to help people in Vietnam.

In some ways, the bad news is that it has been an evolutionary thing, and in some ways, that is the good news because in many areas it has improved.

I see too many major prosecutions ending in fines which turn out to be licenses to do business, licenses to violate the law.

We would be absolutely opposed to relocating Guantanamo prisoners to Alexandria. We would do everything in our power to lobby the President, the Governor, the Congress, and everything else to stop it.

I would hope that their cooperation with law enforcement would be even more swift and certain.
