I can promise you if the conditions keep changing, you will never get it done. And it costs more.
I do not see how you can expect a contractor to perform to an ever-changing target.
You cannot complete a hospital when the target moves all the time and when the design changes all the time.

I certainly can understand her frustration because the hospital for the veterans is not completed.
