I recommend that there be authorized further appropriation of $75,000 to cover the expenses of American participation in the forthcoming activities of the preparatory commission.

Calvin Coolidge was the 30th President of the United States, serving from 1923 to 1929. A member of the Republican Party, he was known for his quiet demeanor and strong support for business and limited government. Coolidge's presidency is often associated with the economic prosperity of the Roaring Twenties, and he famously advocated for a hands-off approach to the economy, believing that government should interfere as little as possible in the lives of citizens and businesses.
The policy of this Government to favor measures which hold out practical hopes for the limitation of armament is firmly established.
I recommend the appropriation of the sum of $50,000 to cover the expenses of American participation in the work of the 'Preparatory Commission for the Disarmament Conference.'
I never knew of any preliminary movement on the part of this Government to re-establish diplomatic relations with Russia.
Of course, our diplomatic relations suffer somewhat, I suppose all countries do, from volunteer activities of people without any authority.
I don't have Russia particularly in mind, but all the governments of Europe.
The organization of the American Government is quite different from that of Europe, which probably results in European governments and certainly European people oftentimes being misled.
There are a great many Americans that go over there that undertake to say and do things that do not represent the position of the American Government and I think oftentimes result in misleading foreign people and foreign governments.
We ought not to shrink from sacrifice to make that inspired vision a practical reality.
It has been apparent to me that the press has been considerably misled in respect to American activities in that country.
This Government is not taking any sides, one way or the other, in relation to the revolution.
