While offsets will offer an opportunity to engage the forestry and agricultural sectors in emission reductions, we should provide funding for targeted incentive programs that help small farmers and landowners who may not be engaged in carbon trading but can play a valuable role in helping our Nation meet and exceed our greenhouse gas emission reduction targets.
