I rise in strong opposition to the Paul amendment. In the budget we are debating today, my Republican colleagues have required the Finance Committee to increase the deficit by $1.5 trillion over the next decade. This budget would pave the way for massive cuts to Medicare and Medicaid in order to provide the wealthiest people in this country with incredibly large tax breaks. Senator Paul thinks that doesn't go far enough. His amendment would allow the Senate to increase the deficit by $2.5 trillion, allowing for even greater cuts to Medicare, to Medicaid, and even bigger tax breaks for the Koch brothers and their friends. I urge a ``no'' vote on this amendment. The PRESIDING OFFICER. The question is on agreeing to the amendment.
