if I may respond to my friend, Jack Reed is a good friend of mine, and I know that you and he are working hard and well together. Yet you are two Senators, and there are 98 others of us, and on what you two may agree to be important or not to be important others may disagree. All I am saying to the Senator is to let people bring up their amendments. If the Senator doesn't like it and I don't like it, we will vote against it. I just don't know why we are restricting amendments in a Senate which is supposed to be one of the great deliberative bodies in the world. The world is supposed to look at us, but they are not looking well at us when a few people determine what is going to be voted on or not.
