It seems to me we are talking about two separate issues, one of which is really a no-brainer. The no-brainer is that the Constitution is very clear that it is the Congress, not the President, that determines whether we go to war; that we are currently in an unauthorized war in Yemen; and that the first vote--if there is an attempt to table this, that would be absolutely unacceptable because we would be abdicating our decisionmaking. And then the second vote is the vote on whether we think it is a good idea to be in Yemen. Would the Senator agree with me that at least on the motion to table, every Member of the Senate should allow us to go forward and vote against tabling so that people in the Senate accept their constitutional responsibility to vote yes or no on the war in Yemen?
