“This is generally one of the most controversial and contentious appropriation bills that hits the House floor, mainly because of the riders and the interference in local government and the strong passions that some of the amendments evoke among Members with strong feelings on both sides. This year's bill is no exception. I support this bill on the theory that the longer it hangs around the House floor, the more amendments get added, and it tends to get worse. Traditionally, we have moved it off the House floor into conference, worked in a collegial way, and gotten back something that works in the interest of the District of Columbia and the entire region.
