“Let me just say to my friends, if we really want to reform the acquisition system, the most important thing we can do is, first of all, start with a better job of defining our requirements on these particular vehicles and then recruiting and retaining acquisition professionals, the best and the brightest we can find. And when we do that, that means we have to pay them appropriately, we have to train them appropriately, we have to give them the appropriate incentives and bonuses. Think of a multibillion-dollar acquisition that comes in on time and under budget. That is worth its weight in gold. We have had so many of these vehicles that have gone sideways on us and end up costing us billions of dollars. It is better to spend a little money up front training the right people to oversee these contracts, define the requirements along the way. This amendment does do something in that regard.
