This appropriated sum is significant because the House Committee on Government Reform and Oversight has learned in hearings over the past year and a half that OIRA has not been implementing and coordinating the Congressional Review Act, despite its organizing statute and President Clinton's Executive order. To make the Congressional Review Act work, Congress and the agencies need OIRA'S expertise to coordinate agency input to the General Accounting Office on the new rules they promulgate. The Government Accounting Office has reported to us that they have been frustrated by OIRA's refusal to work with them in their role of helping Congress understand the impact of each major rule. I appreciate the chairman's leadership on this bill.
