I wish to clarify that amendments to section 424 of the District of Columbia Home Rule Act are not intended to limit the authority granted to the District of Columbia's Water and Sewer Authority in the District of Columbia to maintain and otherwise independently manage the Water and Sewer Enterprise Fund, create separate District of Columbia Water and Sewer Authority benefits, payroll, financial, and budgetary systems, or to implement and manage a separate procurement system.
