“I want to join in the comments just made by my colleague from New York, the distinguished chairman of the Rules Committee. I would only offer in addition to that if you take the record of the Navy's nuclear propulsion system, the standards of safety and their performance, the military discipline and integrity that has underlain their program for all of these years, and you wanted to make an amendment to make EPA and others subject to them and give them the money to discharge it, it might make sense, but which certainly do not add any additional cost to the taxpayers for duplicating, replicating that which is already being done in a very distinguished way. The idea that people are putting things in your water and you do not know about it I think is basically pretty darn frivolous.”
