H.R. 3759 contains four titles. For title I, the committee recommends emergency disaster assistance and other emergency funding totaling just over $10 billion. The vast majority of these funds are to provide disaster assistance to the victims of the California earthquake. Additionally, the President has requested and the committee has provided funding for the victims of the Midwest floods.
