As the Senator may know, the Appropriation for Unanticipated Needs is available for the Los Angeles Earthquake and ``other disasters.'' Given the conditions you have outlined, which do sound quite severe, it would appear that Federal activities addressing the New England fishery crisis would be eligible for disaster assistance for which funding is provided by chapter VIII of the pending legislation if the President so determines.
