“I rise in support of H.R. 1646, and I commend the gentleman from Illinois (Chairman Hyde) and the gentleman from California (Mr. Lantos) for their leadership in bringing this legislation to the floor. This legislation would authorize $8.2 billion for the State Department and among other important items provides for the enhancement of embassy security, significantly reduces the U.S. share of dues paid annually to the United Nations, and states that Congress maintain its commitment to relocate the United States Embassy in Israel to Jerusalem. In addition, the measure increases funding for U.S. broadcast services and requires the United States to oppose nations seeking membership on the United Nations Human Rights Commission that fail to permit monitoring of human rights in their own territory. In particular, I would like to highlight a provision of this bill that authorizes $15 million for the Middle East Radio Network.”
