I rise today in support of three important initiatives we took this week to meet the uninsured crisis head-on and to address the rising costs of health care. We have a crisis on our hands--over 40 million Americans are without health insurance. In addition, it is becoming increasingly difficult to not only obtain affordable health coverage, but to keep it--especially for America's small businesses. According to the Associated Builders and Contractors, over 60 percent of the Nation's uninsured are small business employees. Small businesses are the backbone of our economy. We must ensure that we create an environment that allows these businesses access to affordable health care. If we do not address the issue, we will see more and more small businesses stop growing or close their doors. It is imperative, therefore, that we pass legislation creating Association Health Plans and legislation that allows families to roll-over money year-to-year from their Flexible Spending Accounts or into new Health Savings Accounts. These two pieces of legislation will dramatically improve our Nation's health care climate, especially for small businesses.
