I add my voice to that of my senior colleague in thanking our colleague from Oklahoma for the way he has worked on this particular problem. For a number of months, this seemed to be one of those intractable problems that was probably not going to be resolved. I know the very strong feelings the Senator from Oklahoma has and brought to bear on this question in particular. We may disagree on other matters, but on this question in particular, he struck just the right balance, represented the long-term interests of the United States in a way that allowed us to come to closure on an issue that might not have closed at all and certainly would have created all kinds of difficulty for the United States in our long-term relations in the hemisphere with the Commonwealth of Puerto Rico and others. I add my voice to others in thanking the chairman of the Readiness Subcommittee for his very important and tireless work on this issue.
