“This amendment is not an attempt to dictate what kind of school modernization legislation we should pass; it merely reserves enough funding to pay for such an effort. And this community is joined by engineers, architects, mayors across the country, civil rights groups, and even some religious groups. Mr. President, Let's make it a priority this year. This amendment reflects a commitment similar to the one that our parents and grandparents made a generation ago.”
