Mr. Chairman, by lowering the reporting threshold to $1, universities would be required to report every single gift from any country if the person is not a citizen of the United States. That would mean every cup of coffee, every doughnut, every ride home would have to be reported. This would create an unworkable increase in reporting requirements for universities and individual faculty members, which would undoubtedly lead to a significant backlog at the Department of Education when trying to review the reports and adhering to tight disclosure guidelines and timetables. This doesn't have anything to do with national security. I think it is just an administrative nightmare, and therefore I would ask for a ``no'' vote. Mr. Chair, I yield back the balance of my time.
