Since 1970, the number of individuals incarcerated in the United States has risen from over 300,000 to over 2 million. Initiatives such as this, along with initiatives such as the Youth Promise Act, will create investments in strategies that deal with the root cause of crime, resulting in greater crime reduction and a cost savings to taxpayers. We must begin making meaningful investments in our Nation's youth, and this amendment is a strong step in that direction.”
