Mr. Chairman, the intent of this amendment, as I understand it, is to ensure that special administrative regions, such as Hong Kong, are listed as a foreign country of concern if they are within a country of concern. As I have discussed already, we don't need to fuel xenophobia by targeting citizens in foreign countries. This amendment goes further by singling out residents of certain special administrative regions and requires people to know what that means so they will know who they can accept doughnuts from. This amendment does nothing to thoughtfully protect our national security, and, therefore, I urge my colleagues to vote ``no.'' Mr. Chair, I reserve the balance of my time.
