everyone in this body knows why pregnant mothers cannot find doctors to deliver their babies, why emergency room and trauma centers are closing and why physicians are leaving their practices. The health care liability crisis has been worsening every year since 1993, when I first introduced this legislation that we are considering today. The national median malpractice awards has been increasing 43 percent a year. It is unsustainable. Today the average physician faces a new lawsuit every year. The opponents of this legislation are convinced that the best place to make split second medical decisions is in the courtroom. But this bill is about getting better health care in America for doctors and patients and all of the people who rely upon this system. It is high time for medical justice and high time to enact this legislation.
