“I have suggested, and there is included in this amendment, a 120-day period during which these regulations can be implemented by the Bush administration... I am concerned that while we are repealing the provisions concerning MTOPS, we are also repealing the notification requirements in the statute. I would hope that as we go to conference we might correct what I believe is an oversight in that respect because I believe that any new regime of regulations would include such notification requirements in all events. But I think it is important that we modernize our regime in this respect, and I support the amendment. I will vote in support of it.”
