Mr. Chairman, in fact, the purpose of this legislation is to make sure that we do not have runaway health care costs and that we have more people insured. The legislation states, and it is worth pointing out, because we have heard something slightly different here, that there will be unlimited damages paid to compensate patients for their medical injuries. Unlimited, without limit. We are, however, putting some regulations on abuses by lawyers. For example, we want to make sure that there is a fair share rule. If you cause 95 percent of the problem, you pay 95 percent of the damage. That is not the rule today.
