Mr. Speaker, this morning I rise in strong support of H.R. 2799, the bill providing appropriations for the Departments of Commerce, Justice, State, and the Judiciary. Mr. Speaker, I represent a district that lies along the U.S.-Mexican border. For many years, the region along the 2,000 mile stretch with Mexico has been ignored. The bill before us today will make tremendous strides to recognize the importance of increased resources to our southwest border. This bill before us includes 168 additional positions for the United States Marshal Service for areas of high-priority need. It also recognizes that the areas along the southwest border are in the greatest need for these positions. My district in El Paso lies within the western district of Texas. This judicial district has been one of the greatest impacted by a criminal caseload over the last decade. The majority of these cases are being heard in the El Paso Division of the Western District. The number of Federal cases filed in El Paso County alone has increased from 443 to over 2,100 cases since 1994.
