The Chair is authoritatively guided under section 312 of the Budget Act by an estimate of the Committee on the Budget that an amendment providing any net increase in new discretionary budget authority would cause a breach of the pertinent allocation of such authority. The amendment offered by the gentleman from Texas would increase the level of new discretionary budget authority in the bill and, as such, the amendment violates section 302(f) of the Budget Act.
