The perpetual SGR cycle took up far too much of Congress's time and diverted attention from other priorities.

Most notably, MACRA eliminated the flawed Medicare Sustainable Growth Rate, or SGR, formula.

Getting rid of the SGR not only resolved a vexing problem for lawmakers, it gave security to Medicare beneficiaries.

I want to recognize my partner and companion in this effort, Senator Wyden.

In order to promote and support the goals of health care reform, I recommend limiting certain service lines from the IOAS exception's protection that have a history of abuse.

Congress must provide additional authority.

We commend Chairman Hatch, Ranking Member Wyden, and all other members of the Committee on Finance for holding this bipartisan hearing.

By doing so, Congress would stop the increasing rate of unnecessary utilization due to IOAS.

Good intentions often get muddled with very complex execution.
