What could be done to help the most is say a few nice things about Federal employees.

I sometimes worry that a projection that other people are evil somehow creates false impressions about how effective our various agencies are.

I would only underscore that I think the credibility and the permanence of that strategy would be enhanced by having the perspective of people from both parties and people outside the governmental sphere.
