I again concur with the gentleman from Pennsylvania (Mr. Marino). This amendment strikes the applicability of judicial review of agency compliance with this legislation. That is why I am urging a ``no'' vote on this amendment. The legislation will begin a much-needed review of our Nation's regulatory structure and hopefully identify many outdated regulations. This amendment gets in the way of that. I think it would slow this process down. It gets rid of something that, again, makes it an alteration that I think has been well debated and well discussed. I urge the passage of the overall bill, but I stand in opposition to this amendment. Mr. Chairman, I yield back the balance of my time. The Acting CHAIR.
