I agree with much of what has been said on the other side of the aisle about the good provisions in this bill. I am also disappointed, as the ranking member talked about, that a number of substantive issues were not even allowed to be discussed and voted on. But in my mind all of that is dwarfed by the provisions in the last section of the manager's amendment beginning on page 32, and I would recommend every Republican and Democrat in this House read for him- or herself this language, because it is a devastating blow to the professionals in our intelligence community who we ask to keep us safe. This language delineates a number of specific acts that it says by law are cruel and degrading treatment. One of those acts is prolonged isolation. As I mentioned earlier, any prison or county jail anywhere around the country sometimes has to put a prisoner into solitary confinement. But under this law, if an intelligence community professional does that, he is liable for up to 15 or more years in jail for prolonged isolation.
