this vote is about choosing an alternative to a policy of annual review which has failed to open China's markets and its people to the United States. To be sure, this is a vote about trade and export of American goods and services, but it is also about trade and export of American ideals and principles. We can make a difference in China when it comes to human rights, when it comes to religious freedom and workers' rights. Today's vote will determine whether we will make a difference in China. I urge everyone to vote yes for permanent normal trade relations with China.
