I ask all my colleagues today to join me in supporting the amendment to H.R. 472 offered by the gentlewoman from New York (Mrs. Maloney). This amendment succeeds where 472 fails. It allows for local government participation without jeopardizing inaccurate census. It includes local governments in the Census Bureau's plan. It makes them a vital part of it by including them in the process of building and checking the list utilized by the Census Bureau when it conducts the census. That is the participation that local governments want. They want to be part of the process now, not later. Let us not be fooled. Whether intentionally or unintentionally, the end result of H.R. 472 will be another inaccurate census. The voiceless will continue to have no voice. The unrepresented will continue to be unrepresented, and the American dream will remain just that, just a dream, never a reality for those who are not counted. We must vote for the Maloney amendment. Vote yes.
