The Clerk read as follows: Add at the end the following: TITLE __-- MISCELLANEOUS PROVISIONS SEC. _01. AVOIDING ANOTHER BP DISASTER. (a) Safety Requirements.--In implementing a transboundary agreement implemented or approved under this Act, the Secretary of the Interior shall require that drilling operations conducted pursuant to such an agreement meet requirements for-- (1) third-party certification of safety systems related to well control, such as blowout preventers; (2) performance of blowout preventers, including quantitative risk assessment standards, subsea testing, and secondary activation methods; (3) independent third-party certification of well casing and cementing programs and procedures; (4) mandatory safety and environmental management systems by operators on the outer Continental Shelf; (5) procedures and technologies to be used during drilling operations to minimize the risk of ignition and explosion of hydrocarbons; and (6) procedures and technologies to protect the health and safety of workers. (b) Increased Liability for Spill Clean-up.--As a condition of any lease issued pursuant to any such agreement, the Secretary may require increased liability for any damages related to an oil spill occurring as a result of activities under such a lease, for activities in water depths of 1000 feet or deeper.…
