EXCEPTION FOR REGULATORY ACTIONS AFFECTING VETERANS, SENIORS, CONSUMERS, AND COMMUNITIES AFFECTED BY NATURAL DISASTERS. The amendments made by this Act shall not apply to regulatory actions if they have the effect of-- (1) providing hiring preferences and jobs for veterans; (2) protecting patient safety in hospitals and nursing homes; (3) lowering the overall cost of health care, including out-of-pocket costs for consumers; or (4) protecting communities from natural disasters and helping them rebuild in the event of a natural disaster.
