The text of the amendment is as follows: Page 31, beginning on line 4, strike ``subsection (p)'' and insert ``subsections (q) and (r)''. Page 31, line 17, insert after ``141).'' the following: ``(r) Exception for Certain Projects.--This subchapter does not apply in the case of any project that could be a potential target for a terrorist attack or that involves chemical facilities and other critical infrastructure.''.
