I thank the manager, Mr. Levin, for his kindness, as well as the manager for the majority, Mr. Crenshaw, and Mr. Van Hollen, and the many others who, along with myself, cosponsored this legislation. It is very moving to have a moment of family on the floor of the House as I listen to Members recount their individual stories of those in their families and those of us who encounter our constituents with wonderful, beautiful children, many of whom fit squarely in this relief that is being given. As I watched two twins grow up who are prized and special in our community, I could just imagine what their mother and their late father would say about this opportunity. This legislation, H.R. 647, squarely answers our concerns. I want to get to two points that I think are so important. We hear it all the time: it seems as if these are rich people trying to get money, but they are not.…
