It really is a question as to whether or not the new included funding for rape kits will actually be able to go to providers and solve the problems of rape kits in places around the Nation. We need to do this in a bipartisan way. Who will say ``no'' to a victim because they are Native American, they are immigrant, or they are LGBT. Who will say ``no?''
