This legislation, I believe, will provide us with the important instruction to give to those victims where they may find some relief. Human trafficking is a multibillion-dollar criminal industry that denies freedom to nearly 25 million people around the world. It is an ever-present threat to the health and safety of victims, many of whom are children, but also poses grave danger to public health and safety and national security.
