I thank very much the distinguished manager, the honorable Barbara Lee. I am most grateful for her yielding to me. Also, let me acknowledge the very important work that she has done over the years in disparities and racial equity. I thank her for being my partner in H.R. 40, and me her partner in H. Res. 100, that really also speaks to the pain and the issues of disparities. We look forward to reconciliation and we look forward to repair with those two initiatives. Let me also acknowledge the chair of the Congressional Black Caucus for gathering us all together, and my colleagues that are here, and my colleague that has just joined us, Congresswoman Adams. Let me try to address where we are nationwide and how disparities weaves its way into this phenomenon of the transfer of power--the peaceful transfer of power--and how the President's status of the President-elect and Vice President-elect is interwoven in how to best respond to one of the disparities in healthcare, and that is COVID-19. Mr. Speaker, first to take note of the fact that the stability of the United States electoral system is remarkable, it first involved the election of 1800, which marked the first time in United States history that power was transferred. The second was the 1876 election, which the President was chosen, who won neither the absolute majority popular vote nor the necessary electoral votes, but it was resolved by the infamous Hayes-Tilden Compromise.…
