I want to thank the ranking member, Ms. Eddie Bernice Johnson of Texas, for her leadership. I also want to thank Mr. Smith for his chairmanship of the committee. I have known the commitment to science that so many Members have. I hope that my amendment reinforces the emphasis that we have had with respect to science. Scientists should control the direction and guidance of our research. The National Science Foundation does simply that. I hope that both of my amendments contribute to that premise, and I would like to acknowledge the Rules Committee for making these amendments in order. The Jackson Lee amendment seeks to improve H.R. 3293 by ensuring that NSF-funded research, as it has been, remains consistent with established and widely accepted scientific methods applicable to the study of exploration. In conducting experiments or research in new areas of inquiry, grant recipients would now follow protocols that ensure that the outcomes of research are able to be reproduced by other scientists or researchers. I have always believed that science is the work that creates the ultimate work in decades and centuries to come. Having served on the Science, Space, and Technology Committee some years back, I used to always say: science is the work of the 21st century. If you create in science, innovation, products, and research, you create opportunities for jobs and products to be sold.…
