This legislation, Mr. Speaker, was passed in the backdrop of a great deal of emotionalism. {time} 1950 I am not here to point fingers, but I lived through that emotional time. It is history, my colleagues know that it is, but they know how painful it was to be engaged in hanging chads and discussions about who was turned away from the voting booth--and also the discrepancies on how we count our votes in America, the most sophisticated Nation in the world, the Nation that others look to and say, how do we promote democracy? Why would we stand on the floor of the House at 8 o'clock tonight and deny democracy? I ask my colleagues to oppose this legislation and to stand for democracy and fairness.
