As recounted by the gentleman from Colorado, there are many different positions on this issue throughout the different States. Some have positions, some do not. Now we have an amendment that simply seems to deal with actions stated by the executive on this very day. My friend from Iowa wanted to speak about what the President has said and what he has not said. What are we discussing here, the views of the President or the actions of the executive?…”
