As a senior member of the Committees on the Judiciary, on Homeland Security, and on the Budget, I rise in support of S.J. Res. 33--Joint resolution relating to increasing the debt limit, a measure raising the national debt limit by $2.5 trillion, which is imperative to avoid a wasteful, irresponsible, reckless threatening of the nation's singular indispensable asset: the full faith and credit of the United States. Madam Speaker, preserving the full faith and credit of the United States by raising to the debt limit to ensure that America pays the bills for past expenditures when they come due is not a partisan exercise but an act of patriotism, a recognition and embrace of the solemn obligation to preserve the unrivaled advantages that flow from the ability provided in the Article I, Section 8, clause 2 of the Constitution to ``borrow money on the credit of the United States.'' Long ago, in 1789, Alexander Hamilton, the nation's first and greatest Treasury Secretary, understood that the path to American prosperity and greatness lay in its creditworthiness which provided the affordable access to capital needed to fund internal improvements and economic growth.…
