What I do know is that if this bill, H.R. 1446, had been in place, that would have allowed a 10-day window to be able to determine whether Dylann Roof needed to have a gun. It is a simple context, simple facts, and it should be done to save lives. I rise in enthusiastic support of H.R. 1446. I thank Whip Clyburn for his long years of persistence. And our sympathy goes to those who lost their lives at Mother Emanuel in 2015. We have come now to be able to say no, criminals should not have guns, and we should have a NICS system that allowed the full review background check so that he could not have had a gun.
