I am glad the gentleman pointed us out to pages 12 to 14, because he indicated a number of procedural hula hoops that we have to jump through. Each of those procedural hula hoops will be subject to a filibuster. But this is what the American people go through: Here is a tornado or an earthquake, here is Hurricane Sandy. There are a variety of issues that it results in. Here is a wildfire. I yield 30 seconds to the gentleman from Tennessee.
