I thank the distinguished gentleman. I don't want to shut down the government. I want a government that works. Rulemaking is not the demon here; and the process of rulemaking, if you read it, provides the input and assessment of those who are concerned. What this does is involve the President, the Congress, in a scheme that is so dilatory that we will never do any work in this Congress. I beg of you to defeat this legislation.
