I thank the chairman, and I thank the ranking member for his support, longtime friends. Let me quickly indicate that as I have embraced the NDAA over the years, it has always been my focus to deal with the military personnel and to make us the best, the strongest, and the most well respected and appreciated. I want to thank this committee and the Rules Committee for allowing my amendments Nos. 191, 192, 193, 194, 195, 196, 197, and 198. Many of them speak for themselves. Let me clearly say that I have worked year after year as a breast cancer survivor to ensure that triple-negative breast cancer, which is one of the most deadly forms of cancer--that women in the military have the services that they need. Let me just share with you that triple-negative breast cancer has a survival rate of 5 years. The key to beating this cancer is early detection. There is $10 million to enhance research and to help these women. In addition, I have asked for $2 million for post-traumatic stress disorder. I even, under then-Colonel Murtha, organized a center in my district. But the most important point for supporting this amendment is that it still exists--Operation Iraqi Freedom and Enduring Freedom, 11 to 20 out of 100; Gulf war, 12 out of 100; Vietnam war, 30 out of 100.
