I have an amendment at the desk. The Acting CHAIR. The Clerk will designate the amendment. The text of the amendment is as follows: Page 8, after line 12, insert the following new subsection: (c) Applicability.--Section 307 of title 5, United States Code, as added by subsection (a), does not apply to any communication that is protected under the First Amendment to the Constitution. The Acting CHAIR. Pursuant to House Resolution 156, the gentlewoman from Texas (Ms. Jackson Lee) and a Member opposed each will control 5 minutes. The Chair recognizes the gentlewoman from Texas.
