Let me thank the distinguished gentleman from Florida for his courtesies and his friendship. We've known each other a long time, and his service has been one of great commendation, and the manager as well. We've gathered here on the floor this morning, and I want to acknowledge that the legislative process is not always pretty, but there are lives embedded in this legislation today.
