Maybe they would not be able to withstand this onslaught on their rights because the Constitution guarantees them equal protection. And some who have insurance and some who do not would not be treated equally. And finally, let me say that in Texas, the Department of Insurance has said that this bill helps Texans. I hope my colleague from Texas will vote not to repeal this bill. I will vote ``no'' on the repeal.
